Dien Bien, Saint Petersburg seek to deepen cooperation in culture, technology

Dien Bien province is willing to create favourable conditions for the effective implementation of joint projects with Russia's Saint Petersburg city.

Dien Bien (VNA) – Vietnam’s northern mountainous province of Dien Bien and Russia’s Saint Petersburg city are exploring deeper cooperation, particularly in cultural heritage preservation, environmental and information technology, and the exchange of experts and engineers.

At a working session with a delegation from Saint Petersburg on July 15, Le Thanh Do, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, emphasised the importance of expanding collaboration between the two localities, suggesting the establishment of a Centre for Science Application and Technological Innovation in Dien Bien. He also affirmed the province’s willingness to create favourable conditions for the effective implementation of joint projects.

Vyacheslav G. Kalganov, Vice Chairman of Saint Petersburg’s Committee for External Relations, expressed strong interest in enhancing cooperation with Dien Bien, especially in education, culture, and technology transfer.

He announced that two Russian language teachers from Saint Petersburg Pedagogical University would begin teaching at Dien Bien’s Boarding High School for Ethnic Minorities in September 2025, marking the start of formal educational collaboration. A delegation of students from the Russian city is also expected to visit Dien Bien in October 2025 as part of ongoing exchange efforts.

Saint Petersburg’s major museums, known for their rich archival resources and strong research capacity, also wish to work with Dien Bien on historical documentation, organising exhibitions and educational activities for young people. Kalganov also invited provincial officials to attend upcoming cultural, educational, and academic events in the Russian city.

The two sides also discussed the proposed Centre for Science Application and Technological Innovation in detail. The Russian delegation praised Dien Bien’s proactive planning and commitment to innovation, and pledged support through technology transfer and human resource training to support the province’s sustainable development goals.

The Saint Petersburg official introduced the city's spatial governance, drone manufacturing, AI applications, and the provision of vehicles suited to Dien Bien’s mountainous terrain. He expressed hope to begin these collaborative initiatives soon, contributing to Dien Bien’s rapid and sustainable growth./.
