Hanoi (VNA) – The Central Institutefor Economic Management (CIEM) on March 28 held a workshop on developingpolicies to promote innovation and the digital economy.

At the event, domestic and internationalexperts reviewed policies and the legal framework for technological developmentand innovation in Vietnam. They also reviewed policy-relating challenges that the country isfacing as well as the experiences of other countries. 

Participants focused on discussing innovativeinitiatives, the role of policy-making and enforcement agencies, theroles of stakeholders, potential areas for cooperation in Southeast Asia, andimproving the legal framework for technologicaldevelopment and innovations.

Speaking at the event, Dr Nguyen Minh Thao,head of the Business Environment and Competitiveness Research Department atVCCI, said that digital transformation is a driving force for innovation toimprove productivity, quality, efficiency and competitiveness of an economy.

In Vietnam, the Party, the State and theGovernment have issued many guidelines and policies to promote the digitaleconomy. As a result, the digital economy has made progress and is considered oneof the important growth drivers of the country.

Thao said that improving mechanisms andpolicies to promote the development of science, technology and innovation isimportant. The Government has also attached importance to creating a legalframework to deploy pilot mechanisms for new economic models based on science,technology and innovation, Thao said.

Keith Detros from the Techfor Good Institute (TFGI), a non-profit organisation founded by Grab, said that although Southeast Asian countries have differenttechnology development policies, they all share the common interest in maintainingcompetitiveness, promoting innovation, protectingpersonal data, and enhancing network security.

Experts recommended that Government agenciesneed to closely coordinate to help enhance digital governance effectiveness.Meanwhile, Southeast Asian countries need to further cooperate through initiatives or frameworkagreements to establish coordination mechanisms and regulations./.

Ho Chi Minh City steps up oversight of unqualified fishing vessels

HCM City currently has 4,475 fishing vessels, all of which have been registered and updated on the VNFishbase system. Among them, 4,268 vessels, or 95.37%, have been granted fishing licences, while 207 unqualified vessels are being strictly managed and kept ashore.
