Hanoi (VNA) – The Hanoi People’s Committee on October 9 broke ground for Nam Thang Long – Tran Hung Dao section of Metro Line No. 2, a national key infrastructure project with a total investment of over 35 trillion VND (1.33 billion USD).

According to Nguyen Cao Minh, Head of the Hanoi Metropolitan Railway Management Board (MRB), the project is financed by official development assistance (ODA) from the Japan International Cooperation Agency (JICA) alongside the city’s corresponding fund. It stands as a symbol of the strong friendship and enduring cooperation between Vietnam and Japan.

The nearly 11km route includes 1.94km of elevated track and 9km underground, with 10 stations: Xuan Dinh (C1), Ngoai Giao Doan (C2), Tay Ho Tay (C3), Buoi (C4), Quan Ngua (C5), Bach Thao (C6), Ho Tay (C7), Hang Dau (C8), Hoan Kiem (C9) and Tran Hung Dao (C10).

The 11.3-hectare Xuan Dinh depot will serve as the main maintenance, repair, and operations training centre. It is planned under a Transit-Oriented Development (TOD) model that integrates modern transport infrastructure with sustainable and smart urban growth.

Minh said that once operational, the line will not only help ease congestion, improve the environment, and enhance urban living quality, but will also serve as a symbolic link between Hanoi’s millennia-old heritage and its modern, dynamic future.

The MRB aims to complete the project on schedule and with high quality, making Metro Line 2 a new symbol of the capital’s sustainable urban growth.

Speaking at the ceremony, Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan emphasised that the project’s commencement coincides with the 71st anniversary of the Capital Liberation Day (October 10, 1954 – 2025), the upcoming 18th Hanoi Party Congress, and the 14th National Party Congress.

Tuan said the project symbolises Hanoi’s vision for innovation and sustainable urban growth, linking its rich heritage with the city’s modern dynamism.

Notably, the TOD model at the Xuan Dinh depot is the first of its kind in Vietnam, combining public transport interchanges with services, commerce, and mixed-use housing. The underground C9 station near Hoan Kiem Lake will form a TOD zone integrating transport with a public space, preserving heritage and highlighting Hanoi’s cultural heart.

Hanoi plans to develop 15 urban railway lines totalling 619km, forming a large-scale, modern, and environmentally friendly public transport network. The launch of the Nam Thang Long–Tran Hung Dao project marks a major step in realising the vision, towards a modern and sustainable capital.

Tuan urged departments, local authorities, and contractors to work closely and efficiently with the project’s investor, and mobilise all available resources to ensure scientific, safe, and timely construction that meets technical and aesthetic standards./.

Vietnam shifting FDI attraction focus from volume to quality

As production relocation to Southeast Asia accelerates and competition for FDI intensifies, Vietnam faces increasing pressure from regional rivals such as India, Malaysia and Indonesia, which are offering bold tax incentives and developing specialised industrial parks. This reality requires Vietnam to shift its focus from attracting large volumes of capital to drawing high-quality investment, prioritising core technologies, innovation, value chain linkages and higher localisation rates.
