Party chief inspects operations of two-tier local administration model in Hanoi

The restructuring of the organisational apparatus and administrative units is a major policy of strategic significance, the Party chief stressed, saying that it demonstrates the Party and State’s strong political commitment to building a streamlined, efficient, and people-oriented administration.

Hanoi (VNA) – Party General Secretary To Lam on July 1 inspected the operations of the newly restructured two-tier local administration model in Phuc Thinh commune, Tay Ho ward, and the public administration service centre of Hanoi.

During the visit, the General Secretary examined infrastructure and the online settlement of administrative procedures serving residents and businesses. The operations of these newly formed administrative units have remained stable and uninterrupted, with public services being processed smoothly.

The restructuring of the organisational apparatus and administrative units is a major policy of strategic significance, he stressed, saying that it demonstrates the Party and State’s strong political commitment to building a streamlined, efficient, and people-oriented administration.

The party chief instructed officials to ensure uninterrupted services, with administrative processing units operating seamlessly and putting people at the centre of public service delivery.

He asked officials in Phuc Thinh commune and Tay Ho ward to uphold a high sense of responsibility, political integrity, professional ethics, and a spirit of dedication, shifting from an administrative mindset to a service-oriented approach that fosters public trust and support.

While working with Phuc Thinh authorities, the General Secretary acknowledged the commune’s strategic location in northern Hanoi, serving as a key gateway connecting the capital with Noi Bai International Airport and northern provinces.

Assessing operations on the first working day, he said the commune’s new administration has met expectations and called for further improvements in technical infrastructure and equipment to ensure continuous and effective public service delivery.

Looking ahead, he stressed the importance of thoroughly preparing for the first Party Congress of Phuc Thinh commune for the 2025–2030 term, along with implementing effective social welfare measures to improve the livelihoods of local residents. He also called on central and city-level authorities to continue providing support for grassroots administrations and swiftly address issues arising from the local reality.

Tay Ho ward, located near major transport routes and close to Hanoi’s administrative - service - economic hubs, boasts well-developed infrastructure.

The General Secretary urged local leaders to prepare a strategic and focused political report for the upcoming first Party Congress of the ward for the 2025–2030 term, clearly identifying bottlenecks and selecting appropriate breakthrough areas.

He underscored the need to effectively implement the Politburo's Resolutions No. 57 and 68, as well as Resolution No. 15 dated May 5, 2022 on the development of Hanoi to 2030 with a vision to 2045, and the 2024 Capital Law.

Tay Ho ward, he said, must design scientifically grounded action plans with clear priorities and roadmaps, accelerate digital transformation, promote digital literacy for the public, and apply artificial intelligence to streamline administrative processes. Efforts should also be made to digitise citizen records and cultural heritage data, paving the way for building a modern, smart digital administration, the Party leader added./.
