Dong Nai (VNA) – The 13th Party Central Committee’s draft political report, to be submitted to the 14th National Party Congress, has been attracting wide public attention and feedback, with many from Dong Nai province noting that the section on culture affirms its role as the spiritual foundation of society as well as a goal and driving force for sustainable development in the new era of national rise.
According to Party member Vu Duc Hoang from Bu Dang commune, one of the notable new points in the draft report is that culture is officially recognised as being on par with the economy, politics, and society.
The draft demonstrates a comprehensive and breakthrough perspective, as it is the first time the Party has emphasised a systematic and coherent framework of values, highlighting the need to build and develop an advanced Vietnamese culture imbued with national identity, grounded on the nation’s core value systems of national, cultural, family, and human values.
Hoang stressed that the draft rightly identifies the importance of effectively promoting cultural values and the spirit of dedication of the Vietnamese people so that culture truly becomes an endogenous strength, a driving force, and a regulatory system for the country’s development, with people as both the subject and the driver of that process.
From a management perspective, Pham Anh Tuan, director of the general service centre of Bom Bo Commune, noted that the draft identifies improving leadership and management capacity in culture and human development, as well as renewing the Party’s leadership and the State’s management methods in culture, as key tasks that require decisive implementation.
It also underlines the need for the comprehensive development of Vietnamese people in morality, intellect, national consciousness, civic responsibility, creativity, aesthetics, physical strength, life skills, and professional competence, while fostering and recognising the pioneering role of intellectuals, artists, entrepreneurs, and cultural workers. These efforts, it says, must be continuous, wide-ranging, and sustained over time through diverse approaches.
Tuan added that the Party and State have long been effective in enhancing cultural life, narrowing the cultural enjoyment gap among regions and social groups, and promoting cultural development in ethnic minority areas. They have also encouraged creative cultural models, sports, and community management initiatives. The inclusion of these points in the draft political report reaffirms the Party’s consistent stance on the issue, he said.
As a playwright and cultural researcher, Lam Huu Tang from Dong Xoai ward said the draft reflects a deeper understanding of culture’s role and importance in sustainable development.
He suggested that the Party, State, and relevant agencies adopt stronger measures to strictly handle and penalise violations in the performing arts and cultural advertising sectors, including inappropriate or substandard work that negatively affects society. At the same time, he proposed greater recognition and rewards for artists whose works spread positive cultural values and promote healthy lifestyles./.
