Government Party Organisation’s first Congress sets course for nation- and people-centred term

By 2030, Vietnam aims to attain the status of a modern industrialised country with upper-middle-income status, all in service of the highest goal - “For the people.”

Hanoi (VNA) – The first Congress of the Government Party Organisation for the 2025–2030 tenure, which concluded on October 13, marked a historic milestone in building an honest, proactive, and action-oriented government serving the nation and the people.

It is said to be a significant political event, inaugurating a new era, enhancing public trust in the Party’s leadership and the Government’s efforts.

The congress adopted a resolution with ambitious targets reflecting strong aspirations. The Government aims to expand annual GDP by at least 10%, and raise GDP per capita to around 8,500 by 2030. Vietnam aims to be among the top three in Southeast Asia and the top 50 globally in digital competitiveness and e-government development, with the digital economy accounting for at least 30% of GDP.

Looking back over the past tenure, Vietnam’s macroeconomy remained stable, with remarkable GDP growth, projected at 8.3–8.5% in 2025 - the highest in the region and among the top globally - resulting in an average GDP growth of 6.3% for 2021–2025. Major economic balances were maintained, and the economy’s scale rose. The GDP value in 2025 is estimated at around 510 billion USD, ranking Vietnam 32nd in the world and 4th in ASEAN, up five places since 2020. Per capita GDP is expected to exceed 5,000 USD, officially placing the country in the upper-middle-income group.

These achievements were hard-won, forged through long days on 500kV power lines, highways, and coastal roads nationwide; sleepless nights spent streamlining the administrative apparatus and developing the country; and intense periods of protecting the people during the COVID-19 pandemic and natural disasters.

The policy of “placing the health and lives of the people above all else” is the guiding principle, demonstrating the regime’s deep humanitarian values and support from the public. Although Vietnam was not a COVID-19 vaccine producer, it provided free vaccination to all people nationwide, ranking fifth globally. Thanks to vaccinations and control efforts, the country had minimised human losses to just one-third of the global average.

The Government, and the Prime Minister in particular, demonstrated solidarity, cohesion, and collective determination, driven by a strong political will and a passionate aspiration for a prosperous Vietnam. Leadership and administration were carried out decisively, dynamically, and creatively, always closely aligned with reality to ensure timely and effective policy decisions.

The Government’s action motto reflects strong consensus and determination across the political system and society, focusing all efforts on implementation to turn resolutions and policies into tangible results.

These efforts are ultimately aimed at serving the people, improving their material and spiritual well-being, helping Vietnam’s Happiness Index rise to the 46th place in 2025 - up 8 places from 2024 and 37 places from 2020 - a remarkable achievement since the beginning of the tenure five years ago.

The unprecedented challenges of the past term were a “trial by fire,” offering valuable lessons for the next five years. They require the Party to act with unity and determination, embrace innovation, fulfil all political tasks for the people, strengthen public trust, and further raise Vietnam’s Happiness Index.

According to Standing Deputy Prime Minister Nguyen Hoa Binh, the next term will be carried forward with strong determination, a clear aspiration for development, and a well-defined innovative mindset. He said the ambitious targets pose a significant challenge for the Government.

He underlined the need for the Government Party Organisation to have personnel that is virtuous and professional, committed and dedicated, willing to think boldly and act decisively, and courageous in taking responsibility.

The Deputy PM expressed his belief that with sound policies, strong determination, renewed mindset, comprehensive and clear tasks and solutions, and a well-prepared personnel, the Government Party Organisation is set for a successful 2025–2030 term./.
