Many localities complete, surpass targets for social housing delivery

According to the Ministry of Construction’s progress report for the first seven months of 2025, and its action plan for the remainder of the year, a total of 692 social housing projects are currently underway nationwide, comprising 633,559 units.

Hanoi (VNA) – Numerous localities nationwide have completed or surpassed social housing development targets assigned by the Government for 2025.

Hundreds of projects underway as 2025 targets approach

According to the Ministry of Construction’s progress report for the first seven months of 2025, and its action plan for the remainder of the year, a total of 692 social housing projects are currently underway nationwide, comprising 633,559 units.

Among them, 146 projects have been completed, delivering 103,717 units. A further 124 projects are under construction, totalling 111,622 units, while 422 projects have received investment approval, representing 418,220 units.

This combined progress accounts for 59.6% of the national target outlined in the Government’s housing scheme, which aims to build approximately 1,062,200 units.

As of July 15, a total of 36,962 units had been completed, equivalent to 37% of the 2025 target of 100,275 units. A further 111,622 units are currently under construction, of which 74,021 are expected to be completed by the end of the year, representing 74% of the annual goal. In terms of new starts, 27 projects comprising 24,232 units have broken ground so far this year, equivalent to 95.4% of the total number started in 2024.

An example is a project in Pho Yen city, which is helping to meet the housing needs of hundreds of industrial zone workers and public-sector staff.

According to the ministry’s report, several provinces and cities are on track to achieve over 50% of their assigned quotas, including Hanoi, Ho Chi Minh City, Da Nang, Lao Cai, Phu Tho, Ninh Binh, Khanh Hoa, Dak Lak, Dong Nai, Dong Thap, An Giang, and Ca Mau.

In contrast, provinces currently below 50% include Can Tho, Thai Nguyen, Lang Son, Thanh Hoa, Ha Tinh, Quang Ngai, Gia Lai, Lam Dong, and Vinh Long. A few areas, including Cao Bang, Son La, Dien Bien, Lai Chau, and Ha Tinh, have not yet commenced any projects.

Many localities are projected to exceed their 2025 targets. For example, northern Hai Phong city has been assigned 10,694 units, and is on course to deliver 10,785 (101%). Central Hue city is set to complete 1,443 units, exceeding its 1,200-unit target (120%), and northern Tuyen Quang province is projected to meet 100% of its 146-unit target. Meanwhile, northern Quang Ninh province is expected to complete 2,288 units against a goal of 2,201 (104%), and central Nghe An province stands out with an anticipated 2,456 units - 173% of its assigned 1,420.

Fast-tracking approvals for acceleration

To ensure rapid progress through the end of the year, the Ministry of Construction will continue to lead inspections, coordinate with stakeholders, and press for accelerated investment and construction.

Provincial-level People’s Committees have been instructed to promptly issue detailed regulations regarding eligibility for social housing when personal housing is located far from the workplace. They will also incorporate Government housing targets into local socio-economic plans for 2025–2030, and establish local social housing steering committees, headed by the Secretary of the local Party Committees or Chairpersons of People’s Committees.

Local authorities are expected to work closely with developers to review progress, address bottlenecks, and ensure projects remain on track, encouraging round-the-clock construction where feasible to meet year-end targets.

For projects already under development, local administrations are urged to support developers in complying with legal requirements around investment, planning, land use, and construction, and proactively address regulatory and administrative hurdles to ensure ground can be broken on new units in 2025.

Additionally, localities must ensure that commercial housing developers adhere to the legal obligation to allocate 20% of project land for social housing, in accordance with the 2023 Housing Law. Authorities should also identify and approve land plots for new projects without delay to facilitate timely construction.

The ministry is also calling for a reduction and simplification of administrative procedures to support investors and enable faster project execution from site selection through to legal finalisation. It will continue working with localities to remove barriers and ensure steady progress on social housing construction.

The Vietnam General Confederation of Labour has been tasked with overseeing housing projects for trade union members, and plans to commence construction of 1,600 rental units in 2025.

Meanwhile, the Ministry of National Defence and the Ministry of Public Security are working with provincial authorities to deliver housing for armed forces personnel. The Ministry of Defence is set to start 252 units this year, while the Ministry of Public Security will begin construction on 3,000 units./.

Three national target programmes basically meet, exceed 2021-2025 goals

A report from the Central Steering Committee for National Target Programmes for the 2021–2025 period showed that poverty reduction in ethnic minority-inhabited areas averaged 3.2% per year. Per capita income among ethnic minorities is estimated to reach 45.9 million VND (1,760 USD) in 2025, a 3.3-fold increase from the 2020 level, well surpassing the goal of more than doubling.
